About job

Language: Native fluency in Azerbaijani; proficiency in English (or Russian) for reporting and negotiation.

Experience: Proven experience in Administration, External Affairs, or Project Management. Experience working with international companies is highly preferred.

Skills:

Excellent communication, negotiation, and persuasion skills.

Strong logistical management and effective time-management abilities.

Proficient in reporting tools (Microsoft Office 365, Google Workspace, etc.).

Solid understanding of local business laws, basic accounting, and compliance.

Attributes:

Ability to work under pressure and handle ambiguous situations effectively.

Job Requirements

I. PRIMARY MISSION

Act as the key project implementation personnel in Azerbaijan, responsible for initial external affairs.

Establish the administrative framework and ensure the smooth operation of the Representative Office in Azerbaijan.

Bridge requirements between the Headquarters (HQ) in Vietnam and local partners/authorities.

II. DETAILED RESPONSIBILITIES

1. External Relations & Liaison

Directly engage with and maintain primary communication channels with partners, vendors, and service providers in Azerbaijan as per company strategy.

Receive requests from partners, then report and relay information to HQ promptly to ensure uninterrupted project progress.

Attend external meetings, record minutes, and assist in preparing documentation for formal negotiations led by the Board of Directors.

2. Infrastructure & Office Establishment

Directly handle legal procedures for registering the Representative Office, tax registration, and opening bank accounts.

Conduct market research for office space, negotiate lease agreements, and oversee the installation of utilities (Internet, electricity, water, CCTV) and procurement of office furniture/equipment.

Establish and manage contracts with service providers (security, cleaning, maintenance, etc.).

Ensure office administration and health & safety (OHS) protocols comply with both local laws and company regulations.

3. Operations Management

Monitor equipment status and coordinate timely repairs and maintenance.

Develop administrative budgets and manage petty cash.

Ensure on-time payment of rent, utilities, taxes, and other invoices to mitigate legal risks or service disruptions.

Manage timesheets, attendance, and ensure compliance with social insurance and Personal Income Tax (PIT) obligations for staff under Azerbaijani law.

Lead recruitment and onboarding for future local hires.

Coordinate logistics (Visa, transportation, accommodation) and schedules for business delegations from Vietnam.

Develop an Operations Manual to standardize local procedures.
